DISCUSSION
The Long Beach Police Department (LBPD) was awarded grant funding for the eleventh consecutive year for the Selective Traffic Enforcement Program (STEP) grant from the California Office of Traffic Safety (OTS), in the amount of $538,000 for the grant period of October 1, 2019 to September 30, 2020. The goal of the grant is to reduce the number of persons killed and injured in crashes involving alcohol or other primary collision factors. Enforcement strategies will continue to be conducted on an overtime basis. Some of the funded strategies include Driving Under the Influence (DUI) checkpoints, DUI saturation patrols, distracted driving prevention, motorcycle safety, educational presentations, and pedestrian and bicycle enforcement operations. These strategies are designed to earn media attention, thus enhancing the overall deterrent effect.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on September 5, 2019 and by Budget Management Officer Rhutu Amin Gharib on September 12, 2019.

TIMING CONSIDERATIONS
City Council action is requested on October 1, 2019, to expedite use of the grant funds.

FISCAL IMPACT
As this grant is currently unbudgeted, an appropriation increase is requested in the amount of $538,000 in the General Grants Fund Group in the Police Department, offset by grant revenue. The grant does not require any matching funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities....
