TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents, subcontracts, Memorandums of Understanding, or amendments including changing the grant amount, with the California Department of Public Health, to accept and expend grant funding in an amount not to exceed $1,215,325, for the HIV/AIDS Surveillance Program, for the period of July 1, 2019 to June 30, 2024. DISCUSSION
City Council approval is requested to enter into an agreement with the California Department of Public Health (CDPH), to accept and expend grant funding in an amount not to exceed $1,215,325, for the continuation of the HIV/AIDS Surveillance Program, for the period of July 1, 2019 to June 30, 2024.
The Health and Human Services Department (Health Department) will use this funding to enhance active and passive HIV/AIDS case surveillance; improve the timeliness, accuracy, and reliability of local HIV/AIDS case data; and, investigate reported HIV/AIDS cases to establish an accurate mode of HIV transmission. The HIV/AIDS Surveillance Program yields epidemiological data useful for policy and program development. This data is particularly effective when appropriately analyzed and interpreted, combined with other relevant data, and widely disseminated. Local and State planning work groups rely on and utilize the data for needed assessments and plans of action. The CDPH uses this data to assess prevention needs and to develop a statewide HIV prevention plan. Also, AIDS case data serves as the basis for allocating federal funds to California under Title II of the Comprehensive AIDS Resources Emergency (CARE) Act and for the State's allocation of these funds to local consortia. This funding will enhance the Health Department’s ability to track and compile HIV/AIDS case data.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on September 8, 2019 and by Revenue Management Officer Geraldine Alejo on September 11, 2019.
TIMING CONSIDERATIONS
City Council action is requested on October 1, 2019, to continue the program without interruption. The Health Department has been providing services as prescribed in the agreement since July 1, 2019, and will be able to recover costs once the contract is approved.
FISCAL IMPACT
The City will receive grant funding in an amount not to exceed $1,215,325 for the period of July 1, 2019 to June 30, 2024. Sufficient appropriation for the first two years of the agreement, offset by grant revenue, is budgeted in the Health Fund Group in the Health and Human Services Department. Subsequent years appropriation will be requested during the annual budget process. No match or in-kind service mandate is required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
