TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement with Long Beach Unified School District, for the donation of a cyanoacrylate fuming chamber, with an estimated value under $1,000, for use by the Millikan High School Forensic Science Program. (District 5)

DISCUSSION
City Council approval is requested to execute an agreement with Long Beach Unified School District for the donation of a cyanoacrylate fuming chamber (Serial No. FC14820897) to the Millikan High School Forensic Science Program. This chamber was previously used by the Long Beach Police Department (LBPD) Crime Lab. In 2018, LBPD purchased a new cyanoacrylate fuming chamber. The new chamber is more advanced than the prior, and also has latent print capabilities. The LBPD does not have a need for two cyanoacrylate fuming chambers and will donate the old chamber to the school.

Millikan High School serves a student body of approximately 3,500 students. The Millikan High School Forensic Science Program is an elective program in the Science Department. This program provides courses with both academic and hands-on instruction in the field of forensic science. The cyanoacrylate fuming chamber is used to develop friction ridge detail (fingerprints, palm prints, etc.) on non-porous items, such as bottles and cans. With this equipment, the students will be able to actively learn how friction ridge development is performed and develop their own evidence.

This matter was reviewed by Principal Deputy City Attorney Gary J. Anderson on August 13, 2019 and by Budget Management Officer Rhutu Amin Gharib on August 22, 2019.

TIMING CONSIDERATIONS
City Council action is requested on September 17, 2019, to ensure Millikan High School receives the chamber as close to the beginning of the academic year as possible.
