DISCUSSION
Since 1974, the Department of Health and Human Services (Health Department) has operated the Women, Infants and Children (WIC) Nutrition Supplement Program for low-income families through a contract with the State of California Department of Public Health (CDPH). This program provides nutrition education through in-group and individual counseling, supplemental food vouchers, breastfeeding support, and health and social services referral to eligible participants throughout Long Beach.

The WIC Program serves approximately 17,320 families monthly through five sites located throughout Long Beach. Families receive food vouchers to purchase healthy supplemental foods from WIC-authorized vendors, which brings in additional dollars to the local economy and increases access to healthier food that would otherwise be lacking.

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on August 22, 2019 and by Revenue Management Officer Geraldine Alejo on August 23, 2019.

TIMING CONSIDERATIONS
City Council action is requested on September 10, 2019, to continue operations without a lapse in services.

FISCAL IMPACT
The City will receive grant funding of up to $14,242,320 for the period of October 1, 2019 through September 30, 2022. Sufficient appropriation for the first year of the agreement, offset by grant revenue, is included in the FY 20 Budget in the Health Fund Group in the Health and Human Services Department.
