TITLE
Recommendation to authorize City Manager to execute a Memorandum of Understanding between County of Los Angeles Department of Registrar-Recorder/County Clerk and the City of Long Beach for online access to the County of Los Angeles Voter Registration Election Management System (EMS). (Citywide)
DISCUSSION
The Board of Supervisors (Board) has authorized the Registrar-Recorder/County Clerk (RR/CC) or designee to enter into and execute MOUs with various Cities for online access to the EMS, a voter registration and election management application for the sole purpose of conducting official government business.
Online access to EMS will enable election officials to register voters and obtain and verify voter information from a central data store, for the purpose of administering elections. This includes management of Vote By Mail and signature verification, poll and pollworker management and election reports.
TIMING CONSIDERATIONS
Approval of the recommended action at this time will allow the City of Long Beach to online access to EMS.
FISCAL IMPACT
The Office of the City Clerk budget contains appropriations to suppose online access to EMS.
