Decrease appropriations in the General Fund Group in the Citywide Activities Department by $3,000 to offset a transfer to the City Manager Department.

DISCUSSION
Each year, Americans observe National Hispanic Heritage Month from September 15 to October 15, by celebrating the histories, cultures and contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean, and Central and South America. The observation started in 1968 as Hispanic Heritage Week under President Lyndon Johnson and was expanded by President Ronald Reagan in 1988 to cover a 30- day period starting on September 15 and ending on October 15. It was enacted into law on August 17, 1988, on the approval of Public Law 100-402.

Council member Roberto Uranga held the first City of Long Beach Hispanic Heritage Month Celebration in 2015. This annual event brings awareness about the City's rich diversity, and in the past has included live music, food and honored speakers.

This matter has been reviewed by Budget Manager, Grace H. Yoon, on August 12, 2019.

FISCAL IMPACT
This recommendation provides funds to the City Manager Department to host a Hispanic Heritage Week celebration event in coordination with Council District 7. The total appropriation increase of $3,000 in the General Fund Group in the City Manager Department is offset by a decrease in appropriation in the General Fund Group in the Citywide Activities Department by $3,000 from the Seventh Council District One-Time District Priority funds.
