TITLE

Recommendation to direct City Manager to begin negotiations with the Los Angeles and Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Unions for the extension of the Project Labor Agreement (No. 33859); and, explore the addition of street construction projects.  (Citywide)

 

DISCUSSION

On April 7, 2015, City Council adopted a Project Labor Agreement (PLA) with the Los Angeles/Orange Counties Building and Construction Trades Council (Trades) for a five-year term ending May 2020. The PLA details requirements for contractors working on certain City-funded construction projects for the hiring of workers from various signatory craft councils and unions. The PLA also provides economic opportunity for Long Beach residents through job training programs and hiring preferences. Given the term ofthe agreement is less than a year away, it is important to start discussions with the Trades about a PLA extension.

 

As currently enacted, the PLA excludes certain categories of work, including street repaving. With the passage of Measure A, the City is making a focused effort to increase funding to improve its street-network. This has significantly increased the number of street projects citywide and there is an advantage to ensuring an adequate supply of local labor for this work through the PLA. These projects also provide training and employment opportunities for local residents.

 

This matter was reviewed by Budget Manager Grace H. Yoon on August 23, 2019.

 

FISCAL IMPACT

It is anticipated there is minimal fiscal impact associated with adding street construction projects to the PLA. As negotiations progress and an agreement is developed, staff will evaluate any resulting impacts and provide further information at that time. It is anticipated a new agreement will be brought back to City Council for consideration in the second quarter of 2020.
