TITLE
Recommendation to authorize City Manager, or designee, to amend Contract No. 34897 with USS Cal Builders, Inc., of Stanton, CA, for new and unforeseen construction on the Houghton Park Community Center Project, to increase the amount by $1,414,783, with a 5 percent contingency in the amount of $70,739, for a revised total contract amount not to exceed $6,733,245; and
Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $782,612, offset by Los Angeles County Measure A funds. (District 9)
DISCUSSION
On February 20, 2018, the City Council awarded a contract to USS Cal Builders, Inc., for construction of the Houghton Park Community Center, for a total amount not to exceed $5,247,723. Heavy rains over the past year have led to an increase in work and time to complete the project. In addition, staff has also encountered unanticipated issues relating to the irrigation system, asbestos, and abandoned utilities. Additionally, extensive dry rot and termite damage was uncovered in the remaining portion of the Community Center.
On June 11, 2019, the City Council authorized the City Manager to apply for $782,612 in Los Angeles County Measure A funds (County Measure A), of which, $782,612 were awarded and allocated for additional improvements needed at Houghton Park Community Center. The County Measure A funds will fund the unforeseen additional work necessary as well as additional improvements. These improvements include Americans with Disabilities Act (ADA) upgrades, new hardscape in the existing courtyards, installation of new flooring tile, acoustic ceiling tiles, and interior and exterior paint, renovation of the existing restrooms, new energy-efficient windows, and lighting.
This matter was reviewed by Deputy City Attorney Amy R. Webber on July 26, 2019, Purchasing Agent Tara Yeats on July 25, 2019, and by Revenue Management Officer Geraldine Alejo on August 6, 2019.
TIMING CONSIDERATIONS
City Council action is requested on August 20, 2019, to allow for expeditious completion targeted for November 2019.
FISCAL IMPACT
The requested action increases the total contract authority by $1,485,522, for a revised contract amount not to exceed $6,733,245. The total project costs to support the increased contract authority, not including County Measure A funds, are currently appropriated in the Capital Projects Fund Group. An appropriation increase in the amount of $782,612, offset by County Measure A funding, is requested in the Capital Projects Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will provide continued support to the local economy.
