TITLE

Recommendation to authorize City Manager, or designee, to execute all necessary documents to receive and expend grant funding in the amount of $58,143 from the California Office of Emergency Services Paul Coverdell Forensic Sciences Improvement Grants Program, for the period of January 1, 2019 to December 31, 2019; and

Increase appropriations in the General Grants Fund in the Police Department by $58,143, offset by grant revenue. (Citywide)

DISCUSSION

The City of Long Beach Police Department was recently awarded the FY 18 Paul Coverdell Forensic Science Improvement Grants Program (Coverdell 18) in the amount of $58,143.  The grant monies will be used to provide training to improve the skill level and efficiency of Forensic Science Services Division staff who analyze crime scenes and evidence in support of investigations.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on July 23, 2019 and by Budget Management Officer Rhutu Amin Gharib on July 25, 2019.

TIMING CONSIDERATIONS

City Council action is requested on August 13, 2019, to expedite the use of grant funds.

FISCAL IMPACT

As this grant is currently unbudgeted, an appropriation increase is requested in the amount of $58,143 in the General Grants Fund Group in the Police Department, offset by grant revenue. The grant does not require any matching funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.

SUGGESTED ACTION

Approve recommendation.

Respectfully Submitted,

ROBERT G. LUNA
