DISCUSSION
City Council approval is requested to enter into a contract with Rotorcraft Support, Inc., for the purchase and delivery of Eurocopter helicopter parts and service. The Police Department operates two Eurocopter helicopters during their regular daily operations.

The bid was advertised in the Long Beach Press-Telegram on April 24, 2019, and nine potential bidders specializing in helicopter equipment parts and maintenance services were notified of the bid opportunity. Of those bidders, nine downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 28 local, minority, and women-owned business groups. One bid was received on May 14, 2019. The bidder was not a Minority-owned Business Enterprise (MBE), a Small Business Enterprise (SBE), a Women-owned Business Enterprise (WBE) or a Long Beach business (Local). Rotorcraft Support, Inc., of Van Nuys, CA (not a MBE, WBE, SBE, or Local), was the lowest responsible bidder.
