DISCUSSION

City Council approval is requested to enter into a contract with Elastec, Inc., for the purchase of a E28 Fast Response Landing Craft Boat for the Parks, Recreation and Marine Department, Beach Maintenance Division.  Elastec, Inc., is the manufacturer and sole distributor for this type of specialized boating equipment. The purchase of this new boat was approved as part of the FY 19 “In-Water Storm Debris Collection System” project.

 

The boat will provide a strong working vessel suitable for offshore, heavy sea, and heavy load operations, as well as for near shore shallow water operations.  The boat will be used to help set anchors to hold debris booms in place at the mouth of the Los Angeles River, where it meets the open ocean.  These booms will assist in trapping storm debris as it flows down the channel. The filled booms will then be corralled and transported to the South Shore Launch Ramp for removal.  This will significantly reduce the amount of trash and debris that reaches the beach.  

 

City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on July 26, 2019, and by Purchasing Agent Tara Yeats and Budget Management Officer Rhutu Amin Gharib on July 28, 2019.

 

SUSTAINABILITY

 

The E28 Fast Response Landing Craft Boat meets all the State of California emission requirements.

 

TIMING CONSIDERATIONS

City Council action is requested on August 13, 2019, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The purchase cost for the E28 Fast Response Landing Craft Boat, with equipment accessories, will not exceed $191,156, inclusive of taxes and fees. An appropriation increase is requested in the Fleet Services Fund Group in the Financial Management Department in the amount of $191,156, offset by a transfer from the Tidelands Operating Fund Group in the Parks, Recreation and Marine Department.  Maintenance expenses will be charged to the Parks, Recreation and Marine Department through the regular Fleet Memorandum of Understanding (MOU) monthly billing process starting when the boat is delivered and in use. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
