TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute all documents necessary to enter into a contract with Barber Welding, Inc., of Weedsport, NY, for the purchase of a MC-502 Skimmer Boat with related equipment and accessories, for a total amount not to exceed $600,863, inclusive of taxes and fees; and
Increase appropriations in the Fleet Fund Group in the Financial Management Department by $600,863, offset by a transfer from the Tidelands Operating Fund Group in the Parks, Recreation and Marine Department. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Barber Welding, Inc., for the purchase of an MC-502 Skimmer Boat for the Parks, Recreation and Marine Department, Beach Maintenance Division. Barber Welding, Inc., is the manufacturer and sole distributor for this type of specialized boating equipment. The purchase of the new boat was approved as part of the FY 19 “In-Water Storm Debris Collection System” project.
This vessel is a trash skimmer that is designed to remove debris from the harbors, marinas, and open waterways. It can skim to remove smaller floating surface debris and debris found along the Rainbow Harbor and Shoreline Marina areas.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on July 17, 2019, Purchasing Agent Tara Yeats on July 18, 2019, and by Budget Management Officer Rhutu Amin Gharib on July 28, 2019.
SUSTAINABILITY
The MC-502 Skimmer Boat uses ultra-low sulfur diesel gasoline in the 154-horsepower engine that meets all the State of California emission requirements.
TIMING CONSIDERATIONS
City Council action is requested on August 13, 2019, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total cost for the MC-502 Skimmer Boat, with equipment accessories, will not exceed $600,863, inclusive of taxes and fees. An appropriation increase is requested in the Fleet Services Fund Group in the Financial Management Department in the amount of $600,863, offset by a transfer from to the Tidelands Operating Fund Group in the Parks, Recreation and Marine Department. On-going maintenance expenses estimated at $12,000 annually and capital replacement charges estimated at $87,000 annually, will be charged to the Tidelands Operating Fund Group in Parks, Recreation and Marine Department through the regular Fleet Services Memorandum of Understanding (MOU) monthly billing process starting when the boat is delivered and in use. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
