DISCUSSION

City Council approval is requested to enter into contracts with AECOM Technical Services, Inc., Alta Environmental, Burns and McDonnell Engineering Company, Inc., CDM Smith, and Polytechnique Environmental, Inc., for on-call Environmental Program support at the Long Beach Airport (Airport).  Services that will be provided by the on-call consultants include providing expert technical and program management assistance in design studies, planning, implementing, permitting, monitoring, and reporting for the Environmental Program, including the following specialty areas:

 

                     Program Management

                     Emergency Preparedness, Planning, Response and Reporting, including Hazardous Materials

                     Stormwater Pollution Prevention and National Pollutant Discharge Elimination System (NPDES) Compliance

                     Site Assessment/Investigation/Remediation Support

                     Underground and Aboveground Storage Tank Compliance

                     Hazardous, Regulated, and Solid Waste Management and Compliance

                     Air Quality Compliance

                     Environmental Health and Safety Support

                     Planning Support

                     Sustainability Program Development and Support

                     Additional Unforeseen and As-Needed On-Call Tasks

 

The Request for Qualifications (RFQ) was advertised in the Long Beach Press-Telegram on February 7, 2019, and 5,122 potential proposers specializing in on-call Environmental Program support were notified of the RFQ opportunity.  Of those firms, 112 downloaded the RFQ via the City’s electronic bid system.  The RFQ document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at <http://www.longbeach.gov/purchasing>.  An RFQ announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 28 local, minority-owned and women-owned business groups.  Twelve Statements of Qualifications (SOQs) were received on April 4, 2019.  Of those SOQs, four were from Minority-owned Business Enterprises (MBEs), two were from Women-owned Business Enterprises (WBEs), four were from certified Small Business Enterprises (SBEs), and two were from Long Beach businesses (Local). 

 

A selection committee comprised of representatives of the Long Beach Airport, the City Manager’s Office of Sustainability, and the John Wayne Airport determined that the five firms outlined below best demonstrated qualifications and knowledge specific to the needs, operating environment, and unique circumstances at the Long Beach Airport.  The five firms demonstrated specific experiences at other airports and abilities unique to the aviation industry, in addition to best responding to the on-call environmental tasks outlined in the RFQ.  Collectively, the five firms will meet all of the scope of services:

 

                     AECOM Technical Services, Inc., of Los Angeles, CA

                     Alta Environmental, of Long Beach, CA (Local)

                     Burns and McDonnell Engineering Company, Inc., of Brea, CA

                     CDM Smith, of Los Angeles, CA

                     Polytechnique Environmental, Inc., of Cerritos, CA (MBE, WBE, and SBE)

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the RFQ specifications.  Through outreach, 555 Long Beach vendors were notified to submit SOQs, of which 9 downloaded and 2 submitted SOQs.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on July 23, 2019, Purchasing Agent Tara Yeats on July 22, 2019, and by Budget Analysis Officer Julissa José-Murray on July 24, 2019.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFQ AP19-056 and award contracts concurrently is requested on August 13, 2019, to ensure the contracts are in place expeditiously.

 

FISCAL IMPACT

The annual aggregate contract expense will not exceed $250,000 for the initial two years.  Sufficient appropriation is budgeted in the Airport Fund Group in the Airport Department.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The award of these contracts will have a positive impact to the regional economy by supporting employment of several jobs in Long Beach and surrounding cities.
