TITLE
Recommendation to authorize City Manager to execute a permit with Robert McCullough, an individual dba Kitesurfari, to operate a kitesurfing and stand-up paddle surfing concession for a two-year term, with one two-year renewal option, at the discretion of the City Manager or his designee. (District 3)

DISCUSSION
Robert McCullough, an individual doing business as Kitesurfari, would like to operate a kitesurfing concession on City beaches, offering kitesurfing lessons, rentals, sales of sundry related products, and repair services. Kitesurfing, also known as kiteboarding, involves using the power of a large controllable kite to propel the rider and the specialized surfboard across the water. The calm water and steady onshore winds found along Long Beach's shoreline make it an ideal location for this sport.

Kitesurfari is also requesting authorization to include a stand-up paddle surfing concession, which is a surface water sport where the surfer uses a paddle to move through the water while standing on the surfboard. This aspect of surfing has seen a recent resurgence in the Hawaiian Islands and is rapidly growing in Southern California.

Kitesurfari will operate Monday through Sunday, from 10:00 a.m. to 6:00 p.m., year-round, except for Thanksgiving Day, Christmas Day, and New Years Day, with extended hours during the summer season.

The following are major provisions of the proposed permit:

· Premises: City beaches, as shown on aerial photo (Attachment A).

· Permitted Use: Operation of a kite and stand-up paddle surfing concession to include lessons, rentals, the sale of sundry items, and repair services.

· Term: Two years, through June 30, 2011.

· Renewal Options: One, two-year renewal option, at the discretion of the City Manager or his designee.

· Permit Fee: Ten percent of annual gross receipts or an annual minimum amount of $3,000, whichever is greater.
