TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary documents and subsequent amendments, with Mental Health America of Los Angeles, a California nonprofit corporation, to accept grant funding in an amount not to exceed $400,000, and provide services for a Workforce Job Training Program, for the period of July 1, 2019 through June 30, 2020; and
Increase appropriations in the Community Development Grants Fund Group in the Economic Development Department by $400,000, offset by grant reimbursement revenue. (Citywide)
DISCUSSION
Pacific Gateway administers various employment and educational training programs through its Workplace, Harbor Gateway WorkSource Center, and partnerships with selected community organizations. These programs assist job seekers in acquiring skills leading to employment in high-demand occupations by local employers.
In 2018, Pacific Gateway held a series of conversations with Mental Health America of Los Angeles (MHALA) to provide employment and educational training programs to its customers. MHALA subsequently submitted a grant application to the Los Angeles County Department of Mental Health (LA County) and incorporated Pacific Gateway’s programs into their proposal.
MHALA was awarded an LA County grant as a result of their application and has notified Pacific Gateway that it is to receive $400,000, as a subcontractor, to implement the project to serve up to 100 participants. Through the project, Pacific Gateway will provide employment assessments, job development, vocational training, and placement services to enrolled participants. Additionally, these participants will be given access to other Pacific Gateway services, including supportive services and pre-vocational skills training.

TIMING CONSIDERATIONS
City Council action is requested on July 16, 2019, to facilitate processing of required documents.
FISCAL IMPACT
Pacific Gateway will receive grant reimbursement revenue in an amount not to exceed $400,000 for the period of July 1, 2019 through June 30, 2020 to provide employment and job training services. An appropriation increase is requested in the amount of $400,000 in the Community Development Fund Group in the Economic Development Department, offset by grant revenue. These funds will supplement programs currently operated by Pacific Gateway, and no City match or in-kind service is required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will result in job training, skills enhancement, and employment opportunities for 100 residents.
