TITLE

Recommendation to authorize City Manager, or designee, to execute an amendment to Contract No. 33960, and any subsequent amendments including amending the terms, extending the grant period, or increasing grant amounts, with Los Angeles County to provide Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome Benefits Specialty Services, to receive and expend additional grant funding in an annual amount up to $127,532, and extend the term of the contract through March 31, 2020, with the option to extend the contact for two additional one-year periods, at the discretion of the City Manager.  (Citywide)

DISCUSSION

On July 21, 2015, the City Council approved an agreement with Los Angeles County to provide Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome (HIV/AIDS) Benefits Specialty Services, in an annual amount of $127,532, for the period of April 1, 2015 through March 31, 2016.

City Council action is requested to amend Contract No. 33960 to extend the term through March 31, 2020, at an annual contract amount of $127,532, for a total contract amount not to exceed $637,660 for the five-year period (April 1, 2015 through March 31, 2020).  This will allow the Health Department to continue assisting clients’ entry into, and movement through, health and disability benefits and services, including education about the available benefit programs, assessment of eligibility, assistance with applications and recertification, and advocacy with appeals and denials.

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on June 26, 2019 and by Revenue Management Officer Geraldine Alejo on June 27, 2019.

TIMING CONSIDERATIONS

City Council action is requested on July 16, 2019, to continue the program without interruption.

FISCAL IMPACT

The City will receive grant funding up to $127,532, to offset expenditures of the same amount, for a one-year period.  Sufficient appropriation is currently budgeted in the Health Fund Group in the Health and Human Services Department.  No match or in-kind service mandate is required.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.

SUGGESTED ACTION
