TITLE
Recommendation to authorize City Manager, or designee, to execute Memoranda of Understanding with various agencies to enhance and support operation of Workforce Innovation and Opportunity Act (WIOA) and similar programs through Pacific Gateway. (Citywide)
DISCUSSION
Pacific Gateway administers the federal Workforce Innovation and Opportunity Act (WIOA) and other employment and training funds received annually by the City. Those funds support job training programs and business services delivered by the Workplace, Youth Opportunity Center, Harbor Gateway WorkSource Center, YouthSource Center, and selected community-based organizations to assist residents acquire skills leading to employment in high-demand occupations with local employers.
Under WIOA and similar programs, mandated partnerships and collaborations are specifically outlined to augment services available to the community. These required partnerships generate a handful of Memoranda of Understanding (MOUs) that are non-financial in nature but require resource sharing for items such as program staff, space/cubicle use, technology equipment such as desktop computers and copiers, as well as marketing and office supplies related to project partnership.

TIMING CONSIDERATIONS
City Council action is requested on July 16, 2019, to facilitate processing of required documents.
FISCAL IMPACT
This recommendation does not have a fiscal impact as the non-financial MOUs relate to previously-approved Workforce Development Grants. Sufficient funding is currently appropriated in the Community Development Grants Fund Group in the Economic Development Department to administer this activity. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will result in continuous delivery of job training, skills enhancement, and employment opportunities for thousands of residents.
