TITLE
Recommendation to approve the conversion of Almond Court and Norman Court, between 10th Street and 11th Street, to one-way streets;
Request City Attorney to prepare an amendment to Section 10.14.020 of the Long Beach Municipal Code, relating to one-way streets and alleys, for the conversion of Almond Court and Norman Court, between 10th Street and 11th Street, from one-way streets; and
Accept Categorical Exemption CE-1-178. (District 2)
DISCUSSION
City Council approval is requested to convert Almond Court and Norman Court, between 10th Street and 11th Street, to one-way streets. The Department of Public Works (PW) has received resident concerns about traffic circulation and parking in the area caused by narrow street conditions. PW’s evaluation of the area indicated that Almond Court and Norman Court, between 10th Street and 11th Street, are 20 feet in width, making two-way traffic operation difficult. To improve neighborhood traffic and circulation, add parking, and enhance safety by reducing neighborhood cut-through traffic, staff proposes converting the named streets to a one-way traffic operation. The proposed one-way conversion is illustrated in Attachment A.
On March 22, 2019, the Traffic Engineering Division mailed notices for the proposed conversion to residents along the affected streets segments. All resident responses to the mailer have been in support of the proposal.
In conformance with the California Environmental Quality Act (CEQA), Categorical Exemption CE-19-178 was issued for this project (Attachment B). The interested City Departments, including Fire, Police, and City Traffic Engineer, have reviewed the conversion and provided no objections to this action.
This matter was reviewed by Deputy City Attorney Amy R. Webber on June 3, 2019 and by Budget Analysis Officer Julissa José-Murry on June 14, 2019.
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
FISCAL IMPACT
The cost of labor and materials for the installation of the traffic controls to implement the proposed one-way traffic operation is estimated at $3,000. Sufficient appropriation to support the work is budgeted in the General Fund Group in the Department of Public Works. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
