TITLE
Recommendation to adopt Plans and Specifications No. R-7144 for Street Improvements to Orange Avenue, between 64th Street and 72nd Street; award a contract to Sequel Contractors, Inc., of Santa Fe Springs, CA, in the amount of $1,398,370, with a 10 percent contingency in the amount $139,837, for a total contract amount not to exceed $1,538,207; authorize City Manager, or designee, to execute all documents necessary to enter into a contract, including any necessary amendments; and
Accept Categorical Exemptions CE 15-097 and CE 18-036. (District 9)
DISCUSSION
City Council approval is requested to enter into a contract with Sequel Contractors, Inc. (Sequel), for street improvements on Orange Avenue, between 64th Street and 72nd Street, which is in need of rehabilitation (Attachment A).
The rehabilitation work consists of roadway improvements and resurfacing of pavement on Orange Avenue. The project includes concrete work to repair curbs, gutters, cross gutters, bus stop street pads, and driveways; tree trimming and/or root shaving at some locations; reconstructing deteriorated pavement by cold milling and resurfacing; installation of reflectorized K-71 flexible post delineators, restoration of pavement markers, markings, traffic striping, signage, and curb paint; and, construction of parking protected bikeways on Orange Avenue (Class IV bikeway), creating a bikeway separated from vehicular traffic. The Class IV bikeway will provide for connectivity to local Long Beach activity centers that are included within the City's approved Bicycle Master Plan. The project also includes sidewalk and curb ramp improvements to ensure Americans with Disabilities Act (ADA) compliance. In addition, three intersections along these corridors will be upgraded with continental crosswalks to enhance pedestrian visibility.
The bid was advertised in the Long Beach Press-Telegram on April 10, 2019, and 4,693 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, 56 downloaded the bid via the City's electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 28 local, minority, and women-owned business groups. Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry. Four bids were received on May 15, 2019. Of those four bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), or certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local). Sequel Contractors, Inc., of Santa Fe Springs, CA, was the lowest responsible bidder.
Local Business Outreach
In an effort to align with the City's outreach goals, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division assists businesses with registering on the PlanetBids database to download bid specifications. Through outreach, 409 Long Beach vendors were notified to submit bids, of which 4 downloaded and 1 submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

SUSTAINABILITY / ENVIRONMENTAL
Approximately 2,000 tons of asphalt will be removed and recycled as part of this project. Asphalt being used for resurfacing will contain up to 20 percent recycled material. Additionally, 500 tons of road base made from recycled concrete, rock, sand, and asphalt will be used to help divert materials from landfills.
This project builds parking protected bikeways on Orange Avenue, encouraging bicycle use by providing a safer travel environment. The project increases the potential for bicycles as an alternate mode of transportation, resulting in less vehicle usage and a reduction of air pollution harmful to the environment. These improvements provide residents with additional recreational opportunities and health benefits.
In conformance with the California Environmental Quality Act, Categorical Exemption CE 15-097 and CE 18-036 were issued for this project (Attachment B).
COMPLETE STREETS ASSESSMENT
Pursuant to Assembly Bill 1358 (the California Complete Streets Act), and as part of the implementation of the Mobility Element of the Long Beach General Plan, the City’s practice is to conduct a complete streets assessment for all roadway construction projects. The project site, Orange Avenue, between 64th Street and 72nd Street, is a mixed-use area, zoned for mixed retail, institutional, multi-family residential, and residential. It currently has five- to ten-feet-wide sidewalks, eight bus stops served by three Long Beach Transit routes, and parking protected bike lanes with enhanced green road markings at intersections and driveways. This infrastructure encourages the use of multi-modes of transportation by motorists, bicyclists, public transit passengers, and pedestrians of all ages and abilities.
TIMING CONSIDERATIONS
City Council action to adopt Plans and Specifications No. R-7144 and award a contract concurrently is requested on July 16, 2019, to ensure that the contract is in place expeditiously.
FISCAL IMPACT
The total cost of the project is estimated at $2,155,378, which includes the contract award amount of $1,538,207, including contingency, and the cost for design, construction, construction management, labor compliance, and project oversight. The total project cost is supported by $1,445,378 in Los Angeles County Proposition C, $510,000 in Long Beach Measure A, and $200,000 in Los Angeles County Measure M funds currently appropriated in the Capital Projects Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will provide continued support to our local economy; however, the number of additional local jobs created by this project will not be known until the contractors complete their hiring and construction has commenced.
