TITLE

Adopt resolution requesting the Board of Supervisors of the County of Los Angeles to render specified services to the City relating to the conduct of a Special Municipal Election to be held on Tuesday, November 5, 2019.

DISCUSSION

First District Councilmember Lena Gonzalez was elected to the Office of Member of the State Senate District 33 at the Special General Election held June 4, 2019.  In accordance with City Charter Section 204, the City Council is required to take two actions.  First, declare this Council seat vacant and second call a Special Municipal Election to fill the vacancy, to be held within 120 days of declaring the vacancy.  In order to meet the City Charter deadlines, the election will be held on Tuesday, November 5, 2019, 119 days from the adoption of the attached Resolution declaring the vacancy.

With adoption of the recommended actions, the candidate-filing period will open on July 15, 2019 and close on August 9, 2019 for the First Council District office.

FISCAL IMPACT

Increase appropriations in the City Clerk Department by $260,000 to cover the costs for a special election in the First Council District.  A budget appropriation for these costs will be requested at a later time in FY 20.
