DISCUSSION

City Council approval is requested to enter into a contract to South Coast Shipyard, Inc., to repair Trash Debris Skimmer Boat 3918. Work includes maintenance and repairs necessary to keep the vessel operational through the coming storm season. Repairs are focused on the hull and its structural components, which have been worn by the elements.

 

The bid was advertised in the Long Beach Press-Telegram on August 31, 2018, and 464 potential bidders specializing in marine vessel repair services were notified of the bid opportunity.  Of those bidders, eight downloaded the bid via the City’s electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 28 local, minority, and women-owned business groups.  One bid was received on September 14, 2018.  This bidder is not a Minority-owned Business Enterprise (MBE), Women-owned Business Enterprises (WBE), Small Business Enterprise (SBE), nor a Long Beach business (Local).

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids online database to download the bid specifications.  Through outreach, 82 Long Beach vendors were notified to submit proposals, of which none downloaded nor submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on June 6, 2019, Purchasing Agent Tara Yeats on June 5, 2019, and by Budget Management Officer Rhutu Amin Gharib on June 13, 2019.

 

SUSTAINABILITY

 

The marine vessel repair facility is required to be in compliance with the local, state and federal requirements for containment and disposal of all of hazardous materials.

 

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB FS18-145 and award a contract concurrently is requested on July 2, 2019, to ensure the skimmer vessel is repaired and placed back into service prior to the beginning of the storm season in early fall.

 

FISCAL IMPACT

The total contract amount for the marine vessel repair will not exceed $142,310. An appropriation increase is requested in the Fleet Fund Group in the Financial Management Department in the amount of $142,310 for the repairs, offset by charges to the Tidelands Operating Fund Group in the Parks, Recreation and Marine Department. The repair costs are unbudgeted; therefore, an appropriation increase in the amount of $142,310 is also requested in the Tidelands Operating Fund Group in the Parks, Recreation, and Marine Department, offset by funds available. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
