DISCUSSION
The State of California Department of Housing and Community Development (HCD) administers the California Emergency Solutions and Housing (CESH) Program, which funds activities eligible under the State requirements, including operations support for administrative duties to programs directly assisting individuals and families experiencing homelessness. The HCD has established a dedicated Continuum of Care Formula Allocation available for California Continuums of Care (CoC) that are administered locally through an Administrative Entity (AE) of State CESH funds. The City of Long Beach (City) is designated by the HCD as an AE of State ESG and CESH funds, which is critical to meeting the diverse needs of those served through the Long Beach CoC.

The total 2019 State CESH allocation from the HCD amounts to $692,858 for the approximate period of September 1, 2019 through December 31, 2025, which includes $34,643 for administrative costs for Health and Human Services Department staff to manage the State CESH Program (Attachment A). The HCD requires an Authorizing Resolution from the City’s governing board, which is attached for City Council approval.
