TITLE
Recommendation to authorize City Manager, or designee, to enter into agreements with JusticeTrax, Inc., of Meza, AZ, for software licensing and software maintenance, in an annual amount not to exceed $12,960, for a period of one year, with the option to extend for additional one-year periods. (Citywide)
DISCUSSION
City Council approval is requested to enter into agreements with JusticeTrax, Inc., for software licensing and software maintenance, in the amount of $12,960 annually, for the Long Beach Police Department’s (LBPD) Laboratory Inventory Management System (LIMS).
LIMS was acquired by the LBPD’s Forensic Science Services Division in 2018. At the time, a one-time payment of $101,750 was made, which included the LIMS and the software license. Ongoing payments of $12,960 are needed to maintain the system on an annual basis. LIMS was purchased by LBPD to digitally record, track, and maintain police evidence. The system operates in conjunction with the LBPD Records Management System (RMS) to decrease duplication of information, as well as to provide reports. The software licensing agreement and the annual maintenance agreement are required for the vendor to provide ongoing system support.
This matter was reviewed by Deputy City Attorney Monica J. Kilaita on April 29, 2019 and by Budget Management Officer Rhutu Amin Gharib on May 14, 2019.
TIMING CONSIDERATIONS
City Council action is requested on May 21, 2019, to ensure the agreements are in place expeditiously.
FISCAL IMPACT
The annual ongoing cost for the software licensing and software maintenance agreements is $12,960. Funds for the ongoing services are budgeted the General Fund Group in the Police Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
