DISCUSSION
The Transportation Security Administration (TSA) conducts baggage and passenger security screenings under the requirements of the Aviation and Transportation Security Act of 2001 (Act). The Act requires the TSA to establish processes to screen cargo and ensure perimeter access security at airports. In order for the TSA to carry out its statutory mandate, airports are required to provide space and facilities defined under federal law as “necessary security checkpoints.”

Pursuant to the Department of Homeland Security Appropriations Act of 2005, the City of Long Beach (City) would enter into an agreement with TSA to provide space necessary for screening operations at no charge to the TSA, as a part of its obligations to comply with the required security operations. The TSA shall reimburse the City for utility and janitorial fees for the areas used as part of their security operations.

This proposed agreement covers the TSA’s use of the Long Beach Airport Security Screening Checkpoint (SSCP) facility for passenger and baggage screening operations and related utilities and janitorial services for the facility. This SSCP has been used by the TSA since it was built in 2012. The term of the agreement would be one year and may be extended for four additional one-year periods. The estimated annual cost to be reimbursed by the TSA is $52,383, including $13,488 for utilities and $38,895 for janitorial services.
