TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a General Services Agreement, and any necessary documents and amendments, with the County of Los Angeles, for a five-year period from July 1, 2019 through June 30, 2024. (Citywide)
DISCUSSION
On March 11, 2014, the City Council approved a five-year General Services Agreement (GSA) with the County of Los Angeles (County). City Council approval is requested to adopt a Resolution to enter into a GSA with the County to grant the County authority to provide services requested by municipalities located within the county service area. Services provided under the GSA primarily consist of predatory animal control, prosecution of city ordinances, direct assessment collection, and a variety of public works activities. All services are provided on an “as-needed” basis. The City of Long Beach Public Works Department has utilized the GSA to assist with bridge assessments and repair/retrofit work, storm drain repairs and construction, street repairs, and materials testing. The current agreement will expire on June 30, 2019, and staff is recommending the City enter into a new five-year agreement.

TIMING CONSIDERATIONS
City Council action is requested on May 7, 2019, to provide sufficient time for the new agreement to go before the County Board of Supervisors for approval prior to expiration of the current agreement.
FISCAL IMPACT
Approximately $1.4 million has been expended for capital projects and storm drain services during the current five-year agreement term that will expire on June 30, 2019.
