TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary agreements, and any subsequent amendments including changing the terms, extending the grant period, or increasing grant amounts, with the State of California Department of Public Health, STD Control Branch, to receive and expend grant funding in the annual amount of $58,902 for the provision of STD management and prevention, for the period of July 1, 2019 through June 30, 2024; and
Increase appropriations in the Health Fund Group in the Health and Human Services Department by $11,547, offset by grant revenue. (Citywide)
DISCUSSION
One of the core services of public health is the prevention and control of sexually transmitted diseases (STDs). The Health and Human Services Department (Health Department) conducts STD surveillance and prevention and control activities by working with local healthcare providers, community agencies, and the public.
The State of California Department of Public Health (State), STD Control Branch, supports local STD prevention and control activities including: implementation of case-based surveillance; assurance of timely access to quality clinical services; verification of appropriate STD treatment; investigation of reported cases, unusual diseases, or outbreaks; identification, referral or treatment of an STD patient's contacts to prevent further disease transmission; and, health education/promotion activities to prevent STDs.
The STD Surveillance Program yields epidemiological data useful for the aforementioned policy and program development. This data, when combined with other relevant data, is particularly effective when appropriately analyzed, interpreted, and disseminated. Local and State planning workgroups rely on and utilize the data for needed assessments and plans of action. The State uses this data to assess prevention and allocate federal funds within California. This funding will enhance the Health Department's ability to investigate, track, and prevent STD cases.

TIMING CONSIDERATIONS
City Council action is requested on May 7, 2019, to continue the program without interruption.
FISCAL IMPACT
The annual grant funding amount will be $58,902 for the period of July 1, 2019 through June 30, 2024. An appropriation increase in the amount of $11,547 is requested in the Health Fund Group in the Health and Human Services Department (35), offset by reimbursement revenues. Funding for subsequent years will be requested through the annual budget process, if necessary. No match or in-kind service mandate is required. This recommendation will result in a minimal impact to staff hours beyond normally budgeted scope of duties and is in line with existing City Council priorities. There is no local job impact associated with this recommendation.
