TITLE
Recommendation to accept a Historic Preservation Grant from the Long Beach Navy Memorial Heritage Association (Navy Heritage), in the amount of $39,000;
Authorize City Manager, or designee, to execute all necessary documents with Navy Heritage relating to the Grant awarded to the Department of Development Services, for professional planning services relating to the Hellman-Craftsman Village Historic Landmark District;
Increase appropriations in the Development Services Fund (EF 337) in the Development Services Department (DV) by $39,000, offset by grant revenue; and
Increase appropriations in the General Grants Fund (SR 120) in the Development Services Department (DV) by $41,000, offset by revenue previously received. (Districts 1,2)
DISCUSSION
The Navy Trust recently awarded the City of Long Beach (City), a Historic Preservation Grant (Grant), in the amount of $39,000, to conduct a focused re-survey of the existing Hellman-Craftsman Village Historic Landmark District including potential expansion and boundary adjustments, evaluating the historical significances, contributing features and alterations of each structure, recording findings, and compiling results. Since this historic district was last surveyed in 2001, both conditions on the ground and national standards for surveys of historic properties have changed. The Grant will fund essential work for the City’s historic preservation program and improve future decision-making in this historic district through accurate, up-to-date and complete survey information. The work program includes extensive public engagement as part of the survey work and will, for the first time, provide the public access to survey information in an interactive online format.

SUSTAINABILITY
This grant aims to preserve existing housing within the Hellman-Craftsman Village Historic Landmark District. Implementation of this Grant will support stability within the neighborhood by preventing unnecessary demolitions and construction waste, and ultimately allow property owners more information on which to base future improvements, including energy upgrades completed in a manner appropriate for a historic property.
TIMING CONSIDERATIONS
City Council action is requested on April 9, 2019, to meet the timing and procedural requirement of Navy Heritage.
FISCAL IMPACT
The total cost of the historic preservation survey to be undertaken is estimated at $80,000. The recommended action will allow the City to access $39,000, in professional services funded by the Grant from Navy Heritage. The Grant requires the grantee to have sufficient funds available to complete the project, which the department anticipates as an additional $41,000. This amount is available using revenues previously received and intended for historic preservation.
An appropriation increase in the amount of $39,000, in the Development Services Fund (EF 337) in the Development Services Department (DV) is requested, offset by grant revenue received from Navy Heritage. The Department also requests an appropriation increase of $41,000 in the General Grants Fund (SR 120) in the Department of Development Services (DV), offset by revenue previously received for historic preservation purposes.
Implementation of this grant is within the budget scope of staff duties and is consistent with adopted City Council priorities. There is no local job impact associated with this recommendation.
