TITLE
Recommendation to authorize City Manager, or designee, to approve a fee waiver for the use of dock space for visiting vessels in Alamitos Bay Marina for the Long Beach Yacht Club’s Congressional Cup, in an amount not to exceed $3,000, during the period of April 2, 2019 through April 7, 2019. (District 3)

DISCUSSION
The Congressional Cup is a five-day event, hosted by the Long Beach Yacht Club (LBYC). It is a world-class annual match race sailing regatta for keelboats. During this week, more than 100 races will be held with ten of the world’s top match racing skippers and crew participating. This year’s event is expected to draw participants, coaches, family, and friends.

LBYC has requested that docking fees for visiting vessels, in an amount not to exceed $3,000, be waived for participants and support vessels docking at the Alamitos Bay Marina Long Dock adjacent to LBYC. This sailing event attracts state, regional, and worldwide media attention for the City, along with additional revenue to local businesses such as hotels, restaurants, grocery and boating supply stores, as well as other retail establishments. These benefits outweigh the revenue loss resulting from the waived dock fees. This event is consistent with the Parks, Recreation and Marine Department’s partnering policy to support organizations that provide a service to the community and its residents by promoting the Long Beach marinas.

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on February 12, 2019 and by Budget Management Officer Rhutu Amin Gharib on February 21, 2019.

TIMING CONSIDERATIONS
City Council action is requested on March 12, 2019, to reserve the required dock space in Alamitos Bay Marina prior to the start of the event.

FISCAL IMPACT
Reserving these dock spaces is anticipated to require minimal level of staff hours and this responsibility is already within the scope of duties. The fee waiver request is expected to have minimal impact on existi...
