DISCUSSION

City Council approval is requested to accept a $4,000 grant from Orange County Credit Union to help fund the 2019 Neighborhood Leadership Program, which provides training for residents working to improve their neighborhoods.  This 2019 class marks the third year that Orange County’s Credit Union has awarded grant funding to support the program.

 

The Neighborhood Leadership Program is a nationally recognized, multi-lingual, multi-cultural training designed to improve neighborhoods through capacity building of residents.  The program is free to participants and has been offered by the Department of Development Services Housing and Neighborhood Services Bureau since 1992.  Over 740 residents have completed this intensive curriculum, which develops leadership and neighborhood improvement skills.  The Neighborhood Leadership Program Class of 2019 began on March 7, 2019.  Participants will work together to learn grant writing skills and implement four community projects along the Anaheim Street corridor.  For most participants, the program marks their first experience with grant proposal writing.  Participants learn the value of leveraging resources and developing partnerships to positively impact Long Beach neighborhoods.  Participants will attend a two-day human relations retreat to learn effective conflict management skills, build relationships, and participate in shared team-building exercises. The program provides translation support to non-English speaking participants.

 

This matter was reviewed by Principal Deputy City Attorney Gary J. Anderson on February 26, 2019 and by Budget Analysis Officer Julissa José-Murray on February 27, 2019.

 

TIMING CONSIDERATIONS

City Council action is requested on March 19, 2019, to accept the grant funding in support of 2019 program activities.

 

FISCAL IMPACT

The Development Services Department will receive a $4,000 grant revenue from Orange County Credit Union to help fund the 2019 Neighborhood Leadership Program.  The grant will allow the Department to expand the Neighborhood Leadership Program to include financial literacy training for the 2019 class.  The financial literacy training is not expected to require additional staff hours beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. This grant does not require matching funds or in-kind services.  An appropriation increase for the grant amount of $4,000 is requested in the Community Development Grants Fund (SR 150) in the Development Services Department (DV).  This recommendation brings the revised total cost of the Neighborhood Leadership Program to $61,000, offset by $4,000 from the Orange County Credit Union grant and $57,000 in existing appropriation from other grant-funded sources including the Community Development Block Grant funding and Marathon Petroleum Foundation.  There is no local job impact associated with this recommendation.
