DISCUSSION
Under L.B.M.C. Section 2.02.010, the City of Long Beach mandates that only certain types of committees file via our electronic portal, CampaignDocs. Expanding the committees that file via CampaignDocs would improve internal procedural efficiencies and public transparency. Pursuant to the Political Reform Act as amended in January 2013, the City of Long Beach has met the prescribed requirements of the Act and is authorized to enact electronic filing of all campaign disclosure statements without the added burden of requiring filers to submit duplicate originals in paper format.

Specifically, the City of Long Beach System:

a. Is available free of charge to filers and to the public for filing viewing.
b. Accepts filings in a standardized record, a format developed by the California Secretary of State.
c. Ensures the integrity of the data transmitted and includes safeguards against efforts to tamper with, manipulate, alter, or subvert the data.
d. Issues to a person who files a statement electronically an electronic confirmation that notifies the filer that the statement was received, including the date and time.
e. Provides a copy to the filer of any statement filed electronically.
f. Makes all the data filed available on the internet in an easily understood format that provides transparent access.
g. Redacts the street name and building number of the persons or entities listed, phone numbers, signatures, or any bank account numbers.
h. Permits filers to electronically sign statements under penalty of perjury.
i. Allows the City Clerk to maintain an archive of the information filed for a period of at least 10 years.
