TITLE

Recommendation to adopt Plans and Specifications No. R-7106 and award a contract to Klassic Engineering and Construction, Inc., of Orange, CA, for the Alamitos Beach Concession Building Project, in the amount of $5,681,000, with a 15 percent contingency in the amount of $852,150, for a total contract amount not to exceed $6,533,150; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments; and

 

Accept Mitigated Negative Declaration ND-07-17.  (District 2)

 

DISCUSSION

City Council approval is requested to enter into a contract with Klassic Engineering and Construction, Inc., to provide construction services for the Alamitos Beach Concession Building (Project).

 

The existing 2,200-square-foot concession/restroom building at 780 East Shoreline Drive (Attachment A) will be demolished to make room for a new modern beach café and concession building with a separate public restroom and recreational rental building (Attachment B). The Project is aligned with the existing pedestrian and bicycle paths east of the site, creating a promenade area in front of the Project site, facing the beach. The main café and concession building will consist of a 4,240-square-foot building with a first floor and rooftop deck to maximize beach views and the visitor experience. A large outdoor deck will wrap around the south portion of the building where a concession window will offer more traditional “grab and go” type snacks or other food options. Adjacent to the concession area will be an outdoor play area and a separate playground for smaller children. Further west, new public restrooms and a recreational rental building will be built for beach visitors. The Project will also include onsite pedestrian scaled lighting, drought tolerant coastal native plants, a shade structure, wayfinding signage, improvements to the public beach parking lot, and hardscape improvements.

 

This bid was advertised in the Long Beach Press-Telegram on November 23, 2018, and 2,487 potential bidders specializing in construction services and construction materials and supplies were notified of the bid opportunity.  Of those bidders, 88 downloaded the bid via the City’s electronic bid system.  The bid document was made available by the Engineering Records Section of the Office of the City Engineer located on the tenth floor of City Hall, and the Purchasing Division’s website at www.longbeach.gov/purchasing.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 28 local, minority, and women-owned business groups.  Three bids were received on January 17, 2019. Of those three bidders, none were Minority-owned Business Enterprises (MBEs), Disadvantaged Business Enterprises (DBE), or Long Beach businesses (Local). One bidder was a Woman-owned Business Enterprise (WBE) and one was a Small Business Enterprise (SBE). Klassic Engineering and Construction, Inc., of Orange, CA (SBE), was the lowest responsible bidder.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications. Through outreach, 214 Long Beach vendors were notified to submit bids, of which three downloaded, and none submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber and Purchasing and Business Services Manager Sandy Tsang-Palmer on February 13, 2019, and by Budget Analysis Officer Julissa José-Murray on February 15, 2019.

 

SUSTAINABILITY

 

The Project has been designed to incorporate energy efficiency and water conservation measures at the Leadership in Energy and Environmental Design (LEED) certified level. The design will improve indoor air quality and reduce consumption of resources.

 

In accordance with the California Environmental Quality Act, Mitigated Negative Declaration ND-07-17 was issued by the Planning Commission on November 30, 2017 (Attachment C).

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7106 and award the contract concurrently is requested on March 5, 2019, to move forward with the implementation of the Project.

 

FISCAL IMPACT

The total Project cost is estimated at $9,083,158, which includes the contract award amount of $6,533,150, including construction contingency, consulting services, design, plan check and permit inspection fees, utility fees, construction support, project labor compliance, and related project support.  With the approval of $1,500,000 appropriated as part of the FY 19 First Citywide Budget Adjustment on February 19, 2019, the Project is currently funded in the Tidelands Operations Fund (TF 401) in the Public Works Department (PW) at the full estimated cost. 

 

On April 19, 2018, the State Lands Commission (SLC) approved expenditures for the Project in the amount of $8,250,000. The SLC will be notified of the additional expenditures required based on the bids received at the next scheduled meeting. All SLC requirements have been met and the City is ready to proceed with construction.

 

The Parks, Recreation and Marine Department will be responsible for operating and maintaining the Project site upon completion.  The annual operating and maintenance costs are currently budgeted in the Tidelands Operations Fund (TF 401) in the Parks, Recreation and Marine Department (PR). If additional appropriation is necessary, it will be requested as part of a subsequent budget process.

 

Approval of this recommendation will provide continued support to the local economy. The number of additional local jobs created by the Project will not be known until the contractors have completed their hiring and construction has commenced.
