TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments including changing the terms, extending the grant period, or increasing grant amounts, with the California Department of Public Health to accept and expend funding in an amount not to exceed $136,283, for the provision of HIV prevention and integration services, for the period of July 1, 2018 through June 30, 2019; and
Increase appropriations in the Health Fund (SR 130) in the Health and Human Services Department (HE) by $136,283, offset by reimbursement revenue. (Citywide)
DISCUSSION
Since 1988, the California Department of Public Health Office of AIDS (CDPH/OA) has contracted with the City of Long Beach Department of Health and Human Services (Health Department) to provide HIV prevention activities. As of July 1, 2018, the CDPH/OA has awarded additional funds to provide evidence-based public health activities that include improving Pre-Exposure Prophylaxis (PrEP) and Post-Exposure Prophylaxis (PEP) utilization, expanding the use of partner services, and improving linkage to medical care services. Prevention activities specified in this grant will focus on educating community providers about PrEP and PEP as a tool for HIV prevention, enhancing client linkages to PrEP/PEP services, providing increased utilization of surveillance-based partner services, increasing Disease Intervention Specialist capacity, and enhancing/supporting data to care activities to more rapidly identify HIV-positive individuals who are not engaged in medical care or people who need re-engagement into care.
This matter was reviewed by Deputy City Attorney Linda T. Vu on January 18, 2019 and by Budget Analysis Officer Julissa José-Murray on January 24, 2019.
TIMING CONSIDERATIONS
City Council action is requested on February 12, 2019, as the Health Department has been providing services under this contract since July 1, 2018, but is unable to recover costs for the recently approved activities until the agreements are approved. Delays at the State level prevented this agreement from being executed earlier.
FISCAL IMPACT
The Health Department will receive reimbursement from the State for the provision of services outlined in the recommendation. These services will be provided with existing staff already providing services. No additional costs will be incurred. Rather, additional funding will be received to offset services currently provided. An appropriation increase in the amount of $136,283 is requested in the Health Fund (SR 130) in the Health and Human Services Department (HE), offset by grant revenues. Funding for subsequent years will be requested through the annual budget process, if necessary. No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.
