Recommendation to adopt Specifications No. RFP PR18-130 and award a contract to Bellingham Marine Industries, Inc., of Dixon, CA, to upgrade the fire suppression system for Shoreline Marina, in an amount of $497,081, and with a 15 percent contingency in the amount of $74,562, for a total contract amount not to exceed $571,643, for a period of one year, with the option to renew for one additional one-year period; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments. DISCUSSION
City Council approval is requested to enter into a contract with Bellingham Marine Industries, Inc. (Bellingham), for the rehabilitation of the fire suppression system for Shoreline Marina. Given the importance of the safety to our boating community, the City of Long Beach (City) has identified Shoreline Marina as requiring an update to the fire suppression system, which was last upgraded in 2007, to meet the City Fire Code requirements. The requested action will ensure the safety level and quality of Shoreline Marina is up to Code and further enhance recreation boating in Long Beach.
In an effort to control costs and increase safety, an engineering consultant was hired to assist with the Request for Proposals (RFP) process. As result, new specifications were developed that identified a more accurate depiction of the services required for the upgrade to the existing fire suppression system at Shoreline Marina. The contract illustrates the upgraded requirement in accordance to the City Fire Code, as well as the optional and supplemental tasks to be completed on an as-needed basis. The optional and supplemental tasks include future safety measures and development, installation and establishment to the existing fire suppression system.
