TITLE

Recommendation to adopt Specifications No. ITB PW18-121 and award contract to Consolidated Fabricators Corporation, of Van Nuys, CA, for furnishing and delivering commercial trash containers, in an annual amount of $270,000, for a period of two years, with the option to renew for three additional one-year periods; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with Consolidated Fabricators Corporation, for furnishing and delivering commercial trash containers of various sizes to support the Department of Public Works’ ongoing commercial and residential refuse operation.

 

Public Works is requesting to purchase approximately 350 bins to replace aged, deteriorating containers, and to upgrade multi-family and commercial customers from 95-gallon bins to larger two- and three-yard bins. The increase in size will reduce the frequency of collections and heavy-duty vehicle traffic on City alleys and streets.

 

The bid was advertised in the Long Beach Press-Telegram on July 26, 2018, and 257 potential bidders specializing in refuse bins were notified of the bid opportunity.  Of those bidders, 12 downloaded the bid via the City’s electronic bid system.  The bid was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 28 local, minority, and women-owned business groups.  Two bids were received on August 14, 2018.  Of those two bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), certified Small Business Enterprises (SBEs), or Long Beach Businesses (Local). Consolidated Fabricators Corporation, of Van Nuys, CA (not a MBE, WBE, SBE, or Local), was the lowest responsible bidder.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download bid specifications.  Through outreach, 28 Long Beach vendors were notified to submit bids, of which none downloaded or submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on December 20, 2018 and by Budget Analysis Officer Julissa José Murray on December 28, 2018.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB PW18-121 and award a contract concurrently is requested on January 22, 2019, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total annual contract amount will not exceed $270,000.  Sufficient funds to support this contract are budgeted in the Refuse/Recycling Fund (EF 330) in the Public Works Department (PW).  There is no local job impact associated with this recommendation.
