TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents to receive and expend grant funding in the amount of $189,542 from the federal Fiscal Year 2017 Edward Byrne Memorial Justice Assistance Grant Program Local Solicitation; and
Increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $189,542, offset by grant revenue. (Citywide)
DISCUSSION
The Long Beach Police Department (LBPD) was recently awarded for the 13th consecutive year the Fiscal Year 2017 Edward Byrne Memorial Justice Assistance Grant (JAG) Program - Local Solicitation from the Department of Justice, Bureau of Justice Assistance, in the amount of $189,542. The grant monies will be used to support a DNA Criminalist provided by the Los Angeles County Sheriff’s Department assigned to work on Long Beach DNA cases. The grant term is October 1, 2016, to September 30, 2020.
This matter was reviewed by Deputy City Attorney Monica J. Kilaita and by Budget Management Officer Rhutu Amin Gharib on December 21, 2018.
TIMING CONSIDERATIONS
City Council action is requested on January 22, 2019, to expedite the use of the grant funds.
FISCAL IMPACT
As the grant is currently unbudgeted, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) in the amount of $189,542 is requested. Grant revenues will offset the expense appropriation and the grant does not require any matching funds. There is no local job impact associated with this recommendation.
