DISCUSSION

City Council approval is requested to increase the existing Blanket Purchase Order (BPO) with Convergint Technologies, LLC (Convergint), by $350,000, for airport security system maintenance and repair services at the Long Beach Airport (Airport), until a new contract is awarded.  Services include routine maintenance and servicing of security cameras and access control devices, repairing and replacing security system equipment, and maintaining the Airport security system. 

 

Convergint is currently providing security system maintenance and repair services to the Airport under an interim BPO that was extended and increased to $400,000 by the City Council on March 13, 2018.  More time is needed than originally anticipated because recent procurement efforts to secure a new service contract were unsuccessful.  Since then, the Airport has engaged Jacobs, an independent consulting firm with experience in the planning, development and management of aviation facilities and infrastructure, to assist staff with the scope of work and to conduct a thorough review of the RFP specifications.  Therefore, an increase in additional purchasing authority and an extension of the BPO term is needed to allow the Airport to continue monthly maintenance for the system, provide for the renewal of annual software costs, and cover unforeseen repairs.  The increase also includes replacement of approximately 60 cameras and programming updates to the system that were originally intended to be deferred to the new contract, but cannot be delayed any further.  The increase to the interim BPO will help maintain a functional security system until the award of a new contract and the transitional period is completed.

 

The Airport is mandated by federal regulations to have an Airport Security Program in place, including a secure access control system.  Maintaining the Airport security system is critical to meeting these requirements and any lapse in service will adversely impact Airport operations.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on December 31, 2018 and by Budget Management Officer Rhutu Armin Gharib on January 3, 2019.

 

TIMING CONSIDERATIONS

City Council action is requested on January 22, 2019, to ensure maintenance and repair services for the Airport security system are uninterrupted.

 

FISCAL IMPACT

BPO No. BPAP17000014 will increase by $350,000 for a total amount not to exceed $750,000.  Funds for these services are budgeted in the Airport Fund (EF 320) in the Airport Department (AP).  Continuing to receive these services from Convergint will provide support to our local economy by assisting in the preservation of employment for two full-time employees residing in Long Beach.
