DISCUSSION
On December 16, 2003, the City Council approved a professional services agreement with Heritage Architecture and Planning to design a visitor center, caretaker residence, and various entryway and landscaping improvements at Rancho Los Cerritos Historic Site. On November 16, 2004, the City Council authorized the City Manager to execute the first amendment to Agreement No. 28619 (Agreement) with Heritage Architecture and Planning, in order to extend the term of the Agreement to April 30, 2005. Second, third, and fourth amendments were approved on May 3, 2005, April 4, 2006, and April 10, 2007, respectively, extending the term of the Agreement to June 30, 2009.

The plan check process and final drawing corrections are nearing completion. The visitor center project is currently being prepared to go to bid in June 2009, with construction expected to begin in fall 2009. As the services of Heritage Architecture and Planning will be needed during the construction phase, it is requested that the term of the Agreement be extended through May 1, 2011. There are no additional costs associated with this extension.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on April 27, 2009, and Budget and Performance Management Bureau Manager David Wodynski on April 29, 2009.

TIMING CONSIDERATIONS
City Council action is requested on June 2, 2009, in order to provide sufficient time to extend the term of Agreement No. 28619.
