TITLE
Recommendation to authorize City Manager to accept funds from Research and Development Solutions, LLC (RDS) in the amount of $17,500 to be used for promoting the U.S. Department of Energy’s (DOE) Clean Cities Program (Program), execute all related documents; and increase appropriations in the Fleet Fund (IS 386) in the Department of Public Works (PW) by $17,500. (Citywide)

DISCUSSION
The DOE's Program is a voluntary, locally based government and industry partnership to mobilize stakeholders in the effort to expand the use of alternatives to gasoline and diesel fuel, accelerate the deployment of alternative fuel vehicles (AFV), and build a local AFV refueling infrastructure. On August 31, 1994, the City of Long Beach entered into a Memorandum of Understanding (MOU) with the DOE and committed to work toward achieving the Program's goals and objectives.

Through DOE's efforts, RDS has allocated funding in the amount of $17,500 to the City of Long Beach to aid efforts in promoting the vision of cleaner air, purchase AFVs, reduce air pollution for a healthier environment, and decrease dependence on foreign oil.

This matter was reviewed by Deputy City Attorney Gary Anderson on May 7,2009, and Budget and Performance Management Bureau Manager, David Wodynski on May 13, 2009.

SUSTAINABILITY

The Program strives to advance the nation's economic, environmental and energy security by supporting local governments in their efforts to reduce petroleum consumption and reliance upon foreign oil. The City of Long Beach participates through the acquisition and deployment of AFVs into its fleet. The AFVs are more fuel-efficient and offer lower harmful emissions to achieve improved air quality standards for future generations.

TIMING CONSIDERATIONS
City Council action is requested on June 2, 2009, in order to secure the funds enabling the City to continue its commitment to promote the goals and objectives of DOE's Clean Cities Program.
