DISCUSSION
City Council approval is requested to enter into annual contracts for the purchase of meter parts and supplies used by the Long Beach Gas and Oil Department (LBGO) for the repair, maintenance and construction of the City's natural gas pipeline system, which is necessary for the safe and efficient delivery of natural gas to LBGO customers in Long Beach and Signal Hill.

The bid was advertised on March 23, 2009, and 14 potential bidders specializing in meter parts and supplies were notified; three are Woman-owned Business Enterprises (WBEs), none are Minority-owned Business Enterprises (MBEs), one is a Small Business Enterprise (SBE) and four are Long Beach businesses. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.lonqbeach.qov/purchasinq. A bid announcement was also included in the Purchasing Division's weekly update on Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Four bids were received and a public bid opening occurred on April 9, 2009. Elster Perfection, of Madison, OH, and Carolina Moldings, Inc., of Charlotte, NC (neither companies are an MBE, WBE, SBE or local) were the lowest responsible bidders.

This matter was reviewed by Deputy City Attorney Amy R. Burton on May 4, 2009 and Budget and Performance Management Bureau Manager David Wodynski on May 12, 2009.
