DISCUSSION
On November 14, 2017, the City Council awarded a contract to Sully-Miller Contracting Company, for construction of the Willow Street Pedestrian Improvements Project (Project). The approximately 1.1 miles long Project is located along Willow Street, from Golden Avenue to Atlantic Avenue, and provides pedestrian-oriented improvements, which include new sidewalks, enhanced lighting, median and parkway landscaping, signage, bus stops, and crosswalk treatments. Median landscape improvements include new trees, drought-resistant plants, water conservation irrigation, and an entry sign. In addition, traffic calming measures, in the form of curb bulb-outs, are included to encourage slower traffic speeds, improving safety for motorists, pedestrians , and cyclists .

The Project was bid in accordance with the grant funding requirements and the City’s bid procedures. During construction of the Project, unmarked and unforeseen utilities were discovered, which led to additional potholing and a redesign of the existing street light foundations. Additionally, the removal and reconstruction of 24 non-compliant curb ramps were included for Americans with Disabilities Act (ADA) compliance. Solutions were engineered and change orders negotiated, which increased the Project cost and duration.
