TITLE

DISCUSSION

City Council approval is requested to enter into a contract with Zoll Medical Corporation (Zoll), for furnishing and delivering 12-lead electrocardiogram (EKG) units, automated external defibrillators (AEDs), and related accessories, supplies, and repair services on an as-needed basis for the Long Beach Fire Department (LBFD). 

 

Zoll currently supplies the LBFD with 12-lead EKG units and AEDs that are utilized for providing emergency medical services.  Purchasing new equipment and related supplies from Zoll allows for the continued standardization of equipment and compatibility with current equipment, on which emergency response personnel have been trained.  Parts and accessories will also be compatible, allowing for the stocking of only one brand of supplies and the flexibility to quickly interchange units and replacement parts when necessary.  Zoll does not use regional distributors and is the sole manufacturer and source for its products. 

 

City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council. 

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on September 5, 2018 and by Budget Analysis Officer Julissa José-Murray on September 12, 2018.                                                                                                         

 

TIMING CONSIDERATIONS

City Council action is requested on October 2, 2018, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total cost of the contract for the purchase of 12-lead EKG units and AEDs, inclusive of the 10 percent contingency, will not exceed $330,000 annually.  There is sufficient appropriation in the General Fund (GF) in the Fire Department (FD) for these purchases, as well as related operating, maintenance and replacement costs of this equipment.  There is no local job impact associated with this recommendation.
