TITLE

Recommendation to adopt resolution adopting the updated Housing Authority Administrative Plan for the Section 8 Housing Choice Voucher Program, to incorporate all new Department of Housing and Urban Development regulations and multiple local policy changes.  (Citywide)

 

DISCUSSION

The attached Resolution updates the Housing Authority of the City of Long Beach (Housing Authority) Housing Choice Voucher Administrative Plan (Plan) to include new and revised HUD regulations and local policies (Attachment to Resolution). The Narrative Bridge outlines HUD regulatory changes and proposed local policy changes to the Plan (Attachment A). All policy changes have been vetted by the Resident Advisory Board (RAB) at the last two meetings.  Also, RAB members were informed of all regulatory changes made by HUD.

 

The updated Plan utilizes a model that provides public housing authorities expert guidance on HUD regulations, notices, and directives.  These policy changes clarify roles and responsibilities of the public housing authority, owners, participants, and applicants.  All policy changes are consistent with national agency best practices.  Many of the policy changes are a result of HUD’s streamlined methods to reduce the administrative burden to the public housing authority and rely on electronically available information from HUD-approved systems.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on August 22, 2018 and by Revenue Management Officer Geraldine Alejo on August 21, 2018.

 

TIMING CONSIDERATIONS

Housing Authority Commission action is requested on September 11, 2018, to allow staff to implement the updated Plan effective October 1, 2018.

 

FISCAL IMPACT

There is no fiscal or local job impact associated with this recommendation.
