TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents with the California Office of Traffic Safety, to receive and expend the 2019 Selective Traffic Enforcement Program Grant in the total amount of $370,000; and
Increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $370,000, offset by grant revenue. (Citywide)
DISCUSSION
The Long Beach Police Department (LBPD) was awarded grant funding for the tenth consecutive year for the Selective Traffic Enforcement Program (STEP) grant from the California Office of Traffic Safety (OTS), in the amount of $370,000 for the grant period of October 1, 2018 to September 30, 2019. The goal of the grant is to reduce the number of persons killed and injured in crashes involving alcohol or other primary collision factors. Strategies will continue to be conducted on an overtime basis. Some of the funded strategies include Driving Under the Influence (DUI) checkpoints, DUI saturation patrols, distracted driving prevention, motorcycle safety, educational presentations, and pedestrian and bicycle enforcement operations. These strategies are designed to earn media attention, thus enhancing the overall deterrent effect.
This matter was reviewed by Deputy City Attorney Monica J. Kilaita on August 13, 2018 and by Budget Management Officer Rhutu Amin Gharib on August 17, 2018.
TIMING CONSIDERATIONS
City Council action is requested on September 4, 2018, to expedite the use of the grant funds.
FISCAL IMPACT
As the STEP grant is currently unbudgeted, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) in the amount of $370,000 is requested. Grant revenues will offset the expense appropriation and the grant does not require matching funds. There is no local job impact associated with this recommendation.
