TITLE
Recommendation to authorize City Manager, or designee, to execute an amendment to Contract No. 34626 with Sully-Miller Contracting Company, Brea, CA, for additional improvements to the 6th Street Bicycle Boulevard Project, and increase the contract authority by $124,081, for a revised total amount not to exceed $1,027,181. (Districts 2,3)
DISCUSSION
On May 9, 2017, the City Council awarded a contract to Sully-Miller Contracting Company, of Brea, CA, for the construction of the 6th Street Bicycle Boulevard Project (Project), a 2.5-mile bicycle boulevard along 6th Street from Junipero Avenue to Bellflower Boulevard. The Project constructed one Class I bike path, twelve traffic circles, one roundabout with curb extensions and bio swales, one bump-out with curb extension and bio swales, one bike loop detection, and custom signage and pavement markings throughout the corridor. This Project is consistent with, and was identified in, the City’s Bicycle Master Plan.
The Project was bid in accordance with the grant funding requirements and the City’s bid requirements. After the award of the Project, it was discovered that there were unforeseen field conditions that caused a conflict with the sewers and utilities within the Project corrido, which required additional engineering and design; thus, increasing the cost of the Project.
This matter was reviewed by Deputy City Attorney Amy R. Webber on June 12, 2018, and by Budget Analysis Officer Julissa Jose-Murray on June 21, 2018.
TIMING CONSIDERATIONS
City Council action is requested on July 10, 2018, to ensure timely closeout of the project.
FISCAL IMPACT
The revised total contract amount will not exceed $1,027,181. There is sufficient appropriation in the Capital Projects Fund (CP) in the Public Works Department (PW) utilizing Measure R funding to cover the $124,081 increase to the contract. There is no local job impact associated with this recommendation.
