DISCUSSION

City Council approval is requested to authorize the City Manager, to execute an amendment to Contract No. 34895 with LAZ Parking California, LLC (LAZ), and increase the contractual authority by $4,522,813, for parking operations and management services in additional locations. The total three-year contract authority for LAZ will increase from $9,448,978 to $13,971,791.

 

On November 7, 2017, the City Council awarded LAZ a three-year contract for citywide parking operations and management services, which include staffing, customer service, oversight and maintenance of access and pay equipment, management of annual and monthly permit programs, and maintenance associated with operations of the City’s 25 municipal parking lots and structures (Attachment A) and year-round special events.

 

Effective May 31, 2018, the City’s 15-year agreement with DDR Management, LLC (DDR), expired for the operations and management services of the Queensway Bay Parking Structure (PIKE parking garage), Catalina Surface lot, and PW Surface lot (Attachment B), totaling 2,625 parking spaces. These three locations support parking access for the Downtown Long Beach waterfront including Catalina Express, Shoreline Village, PIKE Outlets, Aquarium of the Pacific overflow parking, and year-round special events. Additionally, the PIKE parking garage supports over 900 monthly permit holders.

 

City staff are currently upgrading parking equipment and technology in two additional parking lots - Golden Shore in the Rainbow Harbor area and 72nd Place in the Tidelands area. These upgrades necessitate routine maintenance and collection of parking revenue by our Parking Operator and will provide streamlined customer use and experience.

 

To ensure continuity of service and customer experience along the waterfront and throughout Long Beach, City staff requested LAZ to manage these five additional locations. The current Project Manager with LAZ, assigned to the City’s contract, has eight years of prior experience managing parking operations of the three additional locations and is dedicated full-time to the City’s parking operations. Additionally, LAZ will keep the majority of existing staff to ensure minimal disruption in the day-to-day operations. LAZ transitioned as the City’s parking operator effective March 1, 2018, and has since supported parking technology improvements to the Granada and 72nd Place beach lots, and five large special events, including Grand Prix weekend, AMGEN Tour of California, Easter at Eldorado Park, Pride Parade, and Queen Mary’s Smokers Club Fest weekend.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on June 4, 2018 and by Revenue Management Officer Geraldine Alejo on June 1, 2018.

City Council action to amend Contract No. 34895 and increase BPO No. BPPW18000019 is requested on June 19, 2018, to ensure continuity of parking operations and management services.

 

FISCAL IMPACT

 

The revised total contract amount with LAZ will not exceed $13,971,791, inclusive of a 20 percent contingency.  Sufficient budget for the additional $4,522,813, which will support three locations added by this amendment, is appropriated in the Rainbow Harbor Area Fund (TF 411) in the Public Works Department (PW). There is no local job impact associated with this recommendation.
