DISCUSSION
City Council approval is requested to authorize the City Manager, to execute an amendment to Contract No. 34895 with LAZ Parking California, LLC (LAZ), and increase the contractual authority by $4,522,813, for parking operations and management services in additional locations. The total three-year contract authority for LAZ will increase from $9,448,978 to $13,971,791.

On November 7, 2017, the City Council awarded LAZ a three-year contract for citywide parking operations and management services, which include staffing, customer service, oversight and maintenance of access and pay equipment, management of annual and monthly permit programs, and maintenance associated with operations of the City’s 25 municipal parking lots and structures (Attachment A) and year-round special events.

Effective May 31, 2018, the City’s 15-year agreement with DDR Management, LLC (DDR), expired for the operations and management services of the Queensway Bay Parking Structure (PIKE parking garage), Catalina Surface lot, and PW Surface lot (Attachment B), totaling 2,625 parking spaces. These three locations support parking access for the Downtown Long Beach waterfront including Catalina Express, Shoreline Village, PIKE Outlets, Aquarium of the Pacific overflow parking, and year-round special events. Additionally, the PIKE parking garage supports over 900 monthly permit holders.
