TITLE

Recommendation to adopt Plans and Specifications No. R-7056 for Street Improvements to 3rd Street and Broadway, between Magnolia Avenue and Alamitos Avenue; award a contract to Sully-Miller Contracting Company, of Brea, CA, in the amount of $4,152,000, authorize a 10 percent contingency in the amount $415,200, for a total contract amount not to exceed $4,567,200; authorize City Manager, or designee, to execute all documents necessary to enter into the contact, including any necessary amendments; and

 

Accept Categorical Exemption CE 17-005.  (Districts 1,2)

 

DISCUSSION

City Council approval is requested to authorize the City Manager, to enter into a contract with Sully-Miller Contracting Company (Sully-Miller), for street improvements on 3rd Street and Broadway between Magnolia Avenue and Alamitos Avenue, which is in need of rehabilitation (Attachment A). 

 

The rehabilitation work consists of roadway improvements and resurfacing of pavement on 3rd Street and Broadway.  The project includes concrete work to repair curbs, gutters, and driveways, and may require tree trimming and/or root shaving at some locations. The project also includes sidewalk and curb ramp improvements to ensure Americans with Disabilities Act (ADA) compliance. In addition, nine intersections along these corridors will be upgraded with continental crosswalks to enhance pedestrian visibility.

 

The bid was advertised in the Long Beach Press-Telegram on April 5, 2017, and 4,626 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, 101 downloaded the bid via the City's electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry. Four bids were received on January 10, 2018. Of those four bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), or certified Small Business Enterprises (DBEs), and one was a Long Beach Business (Local). Sully-Miller Contracting Company, of Brea, CA (not DBE, MBE, WBE or Local), was the lowest responsible bidder.

 

 

Local Business Outreach

 

In an effort to align with the City's outreach goals, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division assists businesses with registering on the PlanetBids database to download bid specifications. Through outreach, 411 Long Beach vendors were notified to submit bids, of which four downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on May 18, 2018 and by Revenue Management Officer Geraldine Alejo on June 4, 2018.

 

SUSTAINABILITY/ENVIRONMENTAL

 

Approximately 7,000 tons of asphalt will be removed and recycled as part of this project.  Asphalt being used for resurfacing will contain up to 20 percent recycled material.  Additionally, 1,400 tons of road base made from recycled concrete, rock, sand, and asphalt will be used to help divert materials from landfills.

 

This project builds parking protected bikeways on 3rd Street and Broadway, encouraging bicycle use by providing a safer travel environment.  The project increases the potential for bicycles as an alternate mode of transportation, resulting in less vehicle usage and a reduction of air pollution harmful to the environment. These improvements provide residents with additional recreational opportunities and health benefits. 

 

In conformance with the California Environmental Quality Act, Categorical Exemption CE 17-005 was issued for this project (Attachment B).

 

COMPLETE STREETS ASSESSMENT

 

Pursuant to Assembly Bill 1358 (the California Complete Streets Act), and as part of the implementation of the Mobility Element of the Long Beach General Plan, the City’s practice is to conduct a complete streets assessment for all roadway construction projects.  The project site is a downtown planned development district, zoned for mixed-use, community commercial automobile-oriented, park and multi-family residential.  The project currently has 7 to 16-foot-wide sidewalks, eight bus stops served by three Long Beach Transit routes, and parking protected bike lanes with enhanced green road markings at intersections and driveways. The project also includes construction of new bus stop islands at transit stops. This infrastructure encourages the use of multi-modes of transportation by motorists, bicyclists, public transit passengers, and pedestrians of all ages and abilities.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7056 and award a contract concurrently is requested on June 19, 2018, to ensure that the contract is in place expeditiously.  

 

FISCAL IMPACT

The total cost for this project is estimated at $5,548,525, which includes the contract award amount of $4,567,200, inclusive of a 10 percent contingency, and the cost for design, construction, construction management, labor compliance, and project oversight. This project is supported by $1,198,525 from State Gas Tax funding appropriated in the Gas Tax Street Improvement Fund (SR 181), $3,600,000 from Proposition C funds appropriated in the Transportation Fund (SR 182), and $750,000 in FY 15 one-time strategic investments appropriated in the Capital Projects Fund (CP) in the Public Works Department (PW).  Approval of this recommendation will provide continued support to our local economy. The number of additional local jobs created by these projects will not be known until the contractors complete their hiring and construction has commenced.
