DISCUSSION
In 2017, the Long Beach Airport (Airport) retained InterVISTAS Consulting Group (InterVISTAS), a leading management consulting company with extensive expertise in aviation, transportation, and tourism, to conduct a study of the Airport’s ground transportation program. InterVISTAS made several recommendations that the Airport has already implemented, including allowing Transportation Network Companies (TNCs) to operate at the Airport and adopting per-trip fees for all commercial ground transportation providers. InterVISTAS also recommended establishing an updated Non-Exclusive License Agreement (NELA) with Long Beach Yellow Cab Cooperative, Inc. (LBYC), to reflect current standards for taxicab operations at airports. LBYC is the only company allowed to provide on-demand taxicab service within the City and at the Airport. The existing agreement with LBYC has been in effect since 1983. Under the terms of the existing agreement, LBYC is required to pay the Airport a monthly fee of $500, and the amount has remained unchanged since the contract was first awarded. A trip fee of $2 for picking up or dropping off at the Airport was authorized by the City Council in October 2017, and is included in the City’s Master Fee Schedule.

The NELA maintains the current billing terms and incorporates industry best practices by including updated driver and vehicle standards, an activity based fee, and expanding the language describing operations at the Airport. Updated standards require drivers to operate vehicles in a safe and responsible manner, exhibit professional behavior, accept debit and credit card payments, and prohibits refusing transport without just cause. These changes reflect industry best practices and provide for an enhanced traveler experience.
