TITLE

DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into a Memorandum of Understanding (MOU) with the Department of Justice (DOJ) to receive and expend grant funds. DOJ requested proposals for activities of local law enforcement agencies to be funded under the California Healthcare, Research and Prevention Tobacco Tax Act of 2016, approved by the voters as Proposition 56. LBPD submitted a proposal for enforcement of applicable tobacco-related laws and codes as well as education of youth and vendors of tobacco-related items.

Under the terms of the MOU, LBPD will agree to conduct the operations as specified in the proposal where the primary goal is enforcement; however, education will also take place. The grant funds will assist LBPD in its efforts to significantly reduce the availability and use of tobacco by minors through enforcement and ongoing education to both juveniles and the businesses that sell tobacco products.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on May 25, 2018 and by Budget Management Officer Rhutu Amin Gharib on May 30, 2018.

TIMING CONSIDERATIONS
City Council action is requested on June 19, 2018, to ensure the MOU is in place expeditiously.
