TITLE
Recommendation to authorize the Executive Director to execute an Assignment of Consent to the existing agreement (No. 34756), for the conveyance, transfer and assignment by Casterline Associates, P.C. to BDO USA, LLP, of all Casterline Associates, P.C.’s rights, title, and interest in, to and accruing under the agreement, to provide comprehensive accounting services effective March 1, 2018. (Citywide)

DISCUSSION
Casterline Associates, P.C. (Casterline), has historically provided the Housing Authority of the City of Long Beach (HACLB) with comprehensive accounting services, including a high level of expertise in HUD accounting. The firm not only provides these services for the largest of our housing programs, the Housing Choice Voucher (HCV) Program, but for all special housing programs as well. The HACLB is currently under contract with Casterline until September 30, 2019, with the option to renew one additional year.

Effective March 1, 2018, Casterline was acquired by BDO USA, LLP (BDO USA), one of the nation’s leading accounting tax and consulting firms. Authorization is requested to consent to the assignment of the existing agreement No. 34756 (Agreement) for the conveyance, transfer and assignment by Casterline to BDO USA of all Casterline’s rights, title, and interest in, to and accruing under the Agreement. This action will provide for a continuity of services, with the same quality of work, under the existing terms and conditions of the Agreement.

This matter was reviewed by Deputy City Attorney Linda T. Vu and by Revenue Management Officer Geraldine Alejo on May 18, 2018.

TIMING CONSIDERATIONS
Housing Authority Commission action is requested on June 12, 2018, to execute the Assignment and Consent to BDO USA, LLP, in a timely manner.

FISCAL IMPACT
There is no fiscal or local job impact associated with this recommendation.
